today, i’m wearing my red ribbon with pride for world aids day. in the last thirty years, since the first cases of hiv were discovered, we’ve travelled a huge distance in terms of research and treatment. not least because advances in medication now mean that, if diagnosed and treated early enough, people living with hiv can live just as long as people without it.
in the uk we’re committed to tackling the global impacts of this disease – the ambition hasto be a future with zero new infections and aids-related deaths. that’s why last year weinvested £1 billion in the global fund to fight aids, tb and malaria. this money is helpinghundreds of thousands of people around the world get lifesaving treatment.
but, of course, there is still a long way to go. and while the science has moved on, too manypeople’s attitudes have not. one in three people living with hiv say that they havee_perienced discrimination, because of their condition. that’s simply unacceptable. so, thisworld aids day, please visit hivaware.org.uk to get the facts about hiv and tell the people youknow.
it’s critical that people have the right information, and that the ne_t generation – throughgood se_ education – understand the facts. together, by wearing your red ribbon and tweetingyour support using the hashtag put a ribbon on it, we can help break down the stigma thatstill surrounds this condition and show that there’s just no place for this kind of discriminationin modern britain. so please get involved.

today, i want to share with you something i know about a special day 'world no tobacco day'.
since the 1950s, the globe has had a large number of studies to confirm that smoking is one of the leading risk factors of lung cancer. in order to cause the attention of the international community for tobacco harm to people’s health, the world health organization set'world no tobacco day'on april 7 every year .one year later, it performed. since 1989,the world no tobacco day has changed to may 31st of each year.
it has been estimated that smokers are becoming younger and younger, even including some middle school students. according to a recent study by the world health organization, the number of girls and boys who smoked was about equal in half of the 151 countries surveyed. the finding is even more worrisome since young people who smoke are likely to continue in adulthood.
nowadays, more and more people have realized smoking can do harm to people’s health. however, some people still enjoy smoking, why? because some of them think it is a kind of fashion. some think it is of great fun and others believe that smoking can refresh themselves .
in fact, smoking is a bad habit and it can cause a lot of diseases. meanwhile smoking is a waste of money. besides, careless smokers may cause dangerous fires. smoking is not only bad for themselves, but also bad for non-smokers. as who data shows, there are 430,000 adults who die each year from second-hand smoke.
we must turn back the global tobacco epidemic. tomorrow is world no tobacco day, i urge all of us to pay attention to this public health threat. tobacco use is not stylish or empowering. it is ugly and deadly.

this year's observance of world no tobacco day focuses on 'gender and tobacco, with an emphasis on marketing to women'.
although fewer than 1 out of 10 women are smokers, that still adds up to an estimated 200 million women around the world. moreover, that number could grow, since the tobacco industry is spending heavily on advertisements that target women and associate tobacco use with beauty and liberation.
according to a recent study by the world health organization (who), the number of girls and boys who smoked was about equal in half the 151 countries surveyed. this finding is even more worrisome since young people who smoke are likely to continue in adulthood.
evidence indicates that the prevalence rate of tobacco use among women is on the rise in some countries. governments everywhere must take action to protect women from tobacco advertising, promotion and sponsorship, as stipulated in the who framework convention on tobacco control.
the convention also calls on governments to protect women from second-hand tobacco smoke -- especially in countries where women feel powerless to protect themselves and their children. as who data show, of the 430,000 adults who die each year from second-hand smoke, nearly two thirds are women.
around the world, more than 1.5 million women die each year from tobacco use. most of these deaths occur in low-and middle-income countries. without concerted action, that number could rise to 2.5 million women by the year 2030.
we must turn back the global tobacco epidemic. on world no tobacco day, i urge all governments to address this public health threat. tobacco use is not stylish or empowering. it is ugly and deadly.

how well are we in tune with the rhythm of life? in our busy day to day e_istence, we don't often stop to ask ourselves this question. at least i don't. and it wasn't until i joined a competitive sporting event that i learned a most important lesson – we must place our mind in harmony with the natural order of things to be successful.
let me tell you what happened.
i decided to take part in an international marathon in my hometown last year. being an ambitious person, i hoped to finish it within 5 hours, accompanied by my friend with whom i had trained.
the big day finally arrived. “ready…set…bang” and we were off.
at first, we kept a rapid pace and ran nonstop. at this pace, we finished the first 20 kilometers in 2 hours and i thought running a marathon was a piece of cake. then my running mate began to slow down. i urged him to keep running at the same pace but he said no, he wanted to conserve his energy. i felt i had partnered with the wrong person, therefore, i sprinted on and left him behind in the dust.
a few kilometers later, i began to understand his strategy as my pace slowed to a jog then a walk. after that i was incapable of moving another step. i was humiliated as more and more people ran passed me. more than once i thought “maybe i should quit.” i started to doubt my ability to finish this race.
at this moment, my running mate caught up with me and slapped me on the back. “follow me,” he shouted. he had balanced his marathon pace and was encouraged me to do the same. for the rest of this grueling contest, we walked, jogged, ran a few miles, and walked again. slowly, painfully but hopefully this time, we established the most suitable pace within the natural flow of our physical capabilities.
eventually we accomplished our first marathon of 42 kilometers in 4 and half hours. i asked myself, what did this marathon mean to me? my marathon e_perience became an influential metaphor for my life about how we must learn to pace ourselves in everything, by being in tune with the rhythm of life.
like the tide that ebbs and flows, we must listen to advice but make our own decisions. like the show at dawn and dusk, we must learn to balance pride and modesty. and from the way the wind can both shout and whisper, we must learn when to be strong and when to be gentle, for everything moves in its own rhythm and its own yin and yang elements. it is the interaction of these complementary e_tremes that produces harmony, as laozi said, e_tremes meet. since the marathon, this notion of two opposite forces working together has been my running partner, so to speak. yin and yang e_ist everywhere, constantly interacting, and never e_isting in an absolute condition.
ladies and gentlemen, life is like running a marathon, let us discover, define and develop a natural rhythm of life, in order to achieve both harmony and success.

now, i'm coming to another true story. it's about a poor, ordinary looking old woman. she was a widow without any children, living barely from hand to mouth by picking odds and ends from rubbish heaps. however,she took in more than ten homeless orphans successively and managed to bring them up. every day she labored from morning till night. in order to earn as much money as possible to raise the children and to keep them in school,she even went to a hospital regularly to sell her blood. she got so weak for the loss of blood that she sometimes fell in a faint on her way home.
when asked why she chose to burden herself with so many children,she smiled and simply answered,“oh,i love children and i like to have their company. ”
though the old woman was poor materially, she was full of affection and rich in spirit. she was loved dearly by her children. she was also highly appreciated by the local government, and truly respected by people in her community.

it’s a moment to reflect on the progress made, but it’s also areminder of how much morewe still have to do.
in recent years, there have been huge advances in treating hiv. andthat means that ifdiagnosed early enough and treated properly, someone withhiv can live as long as someonewithout it.
but too often stigma and myth prevent that from happening. people aretoo afraid to gofor tests and it isn’t caught early enough. it’s estimatedthat 20 per cent of the people in britainliving with hiv, don’t know that theyhave the condition.
we’ve got to bring that number down and get people the treatmentthey need. we’ve got tokeep on putting every effort possible into educationand awareness and what’s more we’ve gotto fight discrimination against hiveverywhere we see it.
today’s also a moment to remember our lasting commitment to thedeveloping world. theuk’s already dedicated a billion pounds to the globalfund to fight aids, tb and malaria and inthe years ahead we’ve got to showevery bit as much commitment abroad as we do at home.
this is what world aids day is all about -- renewing ourdetermination and saving lives.
on this important day let us all pledge to fight hiv and aids witheverything we’ve gotand make sure that we in this generation weren’t foundwanting.

this is why unesco is working to develop radio as an independent and pluralistic mediafor both women and men, and to create a safer environment for all journalists, regardless ofgender.
radio can carry any message to any place at any time – we need to fully harness thispower for the benefit of everyone.

it is a great pleasure to be with you here in dubai today. let me offer my sincere thanks andappreciation to the united arab emirates for all its efforts in the e_cellent organization andfacilities for this conference. i would like to e_press my thanks to the local authorities of dubaifor their very kind hospitality.
ladies and gentlemen,
i think we are all well aware of the importance of this si_th wtdc, and i am encouraged to seesuch a high level of participation.
what we decide and define here over the ne_t two weeks will shape not just the future of ictdevelopment over the ne_t four years, but the future shape of the very world we live in.
in today’s fast-moving ict sector, four years is a very long time. to see how long that really is,let’s look back to 2022, when we last held the wtdc, in hyderabad, india.
since then the ict landscape has changed in e_traordinary and une_pected ways.
we have seen the number of fi_ed-line subscriptions continue to fall, and there are now around82 million fewer fi_ed-line subscriptions than there were at the beginning of 2022.
this fall in fi_ed lines has been massively more than compensated for by mobile growth over thesame period – with net additions of almost 2.2 billion mobile cellular subscriptions since thebeginning of 2022.
and the great news for this conference is that almost all of this growth has been in thedeveloping world, which accounted for 90% of the net additions – very close to two billion newmobile cellular subscriptions have been added in the past four years.
the same pattern is true of the growth in internet users, where 817 million of the one billionnew internet users over the past four years have come from the developing world.
we have also seen social media continue to skyrocket. when we met in hyderabad, four yearsago, there were around 30 million users of twitter, and 400 million users of facebook. todayhundreds of millions of tweets are sent every day, and facebook has over 1.2 billion users.
does that mean our job is finished?
of course not!
and that’s why we’re all here.
while over three quarters of people in the developed world now have access to the internet,more than two thirds of people in the developing world still do not.
in the developed world, fi_ed and mobile broadband penetration rates at the beginning of 2022stood at 27.2% and 74.8% respectively. in the developing world, they stood at 6.1% and19.8%.
distinguished delegates,
these are powerful numbers, but they also demonstrate the e_traordinary opportunities thatlie ahead.
icts – and in particular broadband networks – offer perhaps the greatest opportunity wehave ever had to make rapid and profound advances in global social and economicdevelopment.
this is of tremendous and timely importance, as we approach the cusp between the mdgsne_t year, and the beginning of the post-2022 development process.
and this of course is why ‘broadband for sustainable development’ has been chosen as thetheme for wtdc this year.
like you, i am convinced that by e_tending access to broadband, countries will quicklyaccelerate sustainable social and economic progress.
by delivering efficiencies across so many areas – from education and healthcare totransportation, water and energy – broadband networks can quickly pay for themselves,creating a virtuous circle of investment, productivity and human development.
to help world leaders see the ways that broadband can accelerate the achievement of themdgs, itu and unesco launched the broadband commission for digital development in 2022,just a few weeks before we last met, in hyderabad.
in this conte_t, and in the conte_t of this conference, it is especially gratifying to seebroadband access growing so rapidly in the developing world – with penetration in thedeveloping world in terms of mobile broadband growing an incredible 50% between thebeginning of 2022 and the beginning of 2022.
ladies and gentlemen,
i am an optimist, and i have tremendous faith that the public and private sectors will worktogether to invest in, and to roll-out, the necessary infrastructure.
they did this so well in the creation of mobile cellular networks in the developing world, and ie_pect to see the pattern continued for broadband.
i am also convinced that in partnership, they will also help create the necessary services thatpeople need, and that we will quickly see enriched content developed and created that will startoff a virtuous circle in stimulating demand.
as this happens, we will rapidly see broadband reach the remotest corners of our planet.
we must make sure that we do not just bring broadband to the people, but that we do soresponsibly. that we preserve cyberpeace and deliver cybersecurity in a world that is alwaysconnected, and always online.

the output from this conference will be fed into the itu strategic plan which will be endorsedby the itu’s plenipotentiary conference in korea in october.
and i hope that many of you will be there to help shape our future as an organization – and tomake sure we adopt a sound strategic and financial plan for the ne_t four years.

the number of forcibly displaced people in the world continues to rise. there are now more than 45 million refugees and internally displaced people – the highest level in nearly 20 years. last year alone, someone was forced to abandon their home every four seconds.

since the general assembly adopted its first resolution on a moratorium seven years ago,more states acknowledge that the death penalty undermines human dignity. it fails todeter crimes more than other punishments. abolition – or at least a moratorium – contributesto human rights.
the taking of life is too irreversible for one person to inflict on another.
we must continue arguing strongly that the death penalty is unjust and incompatible withfundamental human rights.
i urge leaders where the death penalty still is used to legally commute or pardon deathsentences – and to impose moratoriums on e_ecutions.
the death penalty has no place in the 21st century.
i call on states that have not yet done so to ratify the second optional protocol of theinternational covenant on civil and political rights aiming at abolition of the death penalty.
i hope to see many more ratifications during the protocol’s 25th anniversary this year.
the united nations will continue working to end this cruel punishment.

we should not avert our gaze from the middle east. the world bank group has been playing several roles. at times, we are in the backrooms with diplomats and at others we are on the frontlines with humanitarian aid workers. always, we are working with governments, or companies, or civil society groups to help build strong and sustainable foundations for development. this supports the livelihoods of millions of people in the middle east, and billions more around the world, who aspire to good jobs, a good education, and access to quality health care.

a critical part of our work is in countries emerging from conflict, affected by conflict, or stuck in a persistent state of fragility. as we know all too well, when a country remains in a long state of fragility, conflict often erupts. the world bank group and the wider global community need to confront the comple_ institutional and social challenges in these fragile states, because the cost of inaction is high and the reward of well-designed interventions is great. when we have the opportunity to build institutions, infrastructure, and human capacity in fragile states, or when we can put together a deal that brings in desperately needed private sector investment, we must seize it. when we fail to help countries develop in a way that is inclusive or fail to help countries build strong governance, we are all affected by the result, which is often a country engulfed in flames, as is syria today.

in the middle east, most of the countries e_perienced relatively strong growth of 4 to 5 percent a year in the decade before the arab spring. yet serious problems were lurking below the surface. an increasingly educated young middle class was frustrated that the few available jobs were reserved for those with more connections than talent. the private sector operated by earning privileges from the state, leading to a form of crony capitalism that only helped a few, and undermined e_ports and jobs.

the inequities – and the anger – filtered even to the very young. when a million people poured into tahrir square in cairo in 2022 to protest their government, the children of the protesters held protests of their own in classrooms. they demanded better instruction. this is what happens when prosperity is reserved for a select few. all of those left out feel deeply, the burn of inequity.

the ongoing crises have left many middle eastern countries with a triple challenge. first is restoring macroeconomic stability; second is reforming their economies to meet the high e_pectations of the people who marched in the streets; and third is managing the transition to new constitutions and more open, contested, multiparty elections. these challenges would be daunting for any single country. but they have all come together in one region. that makes it all the more important for the international community to marshal its resources to support those brave women and men who risked their lives to demand the basic human dignity that is their due.

that also makes it important to come to the aid of jordan and lebanon today. the world bank provided $150 million in emergency aid to jordan just a few months ago, and we just completed a comprehensive economic and social impact assessment of lebanon that found the country has lost billions of dollars due to the war in syria.

lebanon now hosts more than 760,000 syrian refugees, which could be likened to 56 million refugees entering the united states, 45 million of which would have entered since this january alone. think of the disruption. last week, i attended the un general assembly meeting of the international support group for lebanon. donors pledged some funds for the country, but we need to do much more or we risk catastrophe in lebanon.

just si_ months ago, our board endorsed the two goals of the world bank group: the first is to end e_treme poverty by 2030; the second is to boost shared prosperity by promoting real income growth for the bottom 40 percent of the population.

how does this relate to the situation on the ground in the middle east and in other poor countries? the goal of ending e_treme poverty stands on its own as the moral underpinning of all that we do. the fact that more than a billion people live on less than a dollar, 25 a day in 2022 is a stain on our moral conscience. we must help lift people out of poverty without delay, without prejudice, no matter the circumstance, no matter the locale.

the lesson is that we should pay much more attention to whether growth reaches all the population, and not just the elite. one way to do so is by looking beyond the overall gdp growth; we need to directly monitor income gains among the bottom 40 percent. economic progress must also be environmentally and financially sustainable over generations.

so how can incomes of the less fortunate increase in a sustained way? there is more than one path to shared prosperity. one path is through increased opportunities driven by greater economic growth. another is through a stable social contract, which focuses on raising the living standards of the poor and the disadvantaged. both paths can lead to improved opportunities for citizens if societies can become more dynamic and productive with greater room for social mobility.

reaching our first goal of ending e_treme poverty by 2030 will not only be historic. it will be e_traordinarily difficult. today, our economists estimate that the number of poor people hovers at just over one billion people, or 150 million fewer than in 2022.

our answer is that for the first time, we have a strategy that will bring together the entire world bank group – the bank, which works with governments; the ifc, our private sector arm; and the multilateral investment guarantee agency, or miga, which provides political risk insurance. we just released it a few days ago. never before have we defined a strategy that gives us a comprehensive roadmap to guide all parts of our institution around common goals and principles.

why is this important? bureaucracies sometimes operate in ways that keep people away from each other. they tend to create self-enclosed areas of influence. these areas become well-guarded bunkers, or silos. i know something about silos. i grew up in iowa, and we had lots of them. those silos of corn stood starkly alone, especially during those long cold winters. silos perform a critical function in the cornfields of iowa but they have no place at the world bank group.

making the strategy a reality

our strategy calls for us to become a solutions bank with results for the poor as our central benchmark. three elements of the strategy are worth highlighting.

on the first element, one of the highest priorities at the world bank group will be to help create jobs. how can we most effectively help regions and individual countries position themselves for private-sector-led job growth? the scope of the challenge is daunting – the world needs to create 600 million new jobs over the ne_t decade.

for e_ample, one of ifc’s clients, ecom, connects cocoa, coffee and cotton farmers in over 30 countries to global markets. last year, ecom helped more than 134,000 farmers and thousands more through farmer organizations.

we also are e_panding our group of partners to include those which are pioneering new business models. just two weeks ago, i met jack ma, the founder of alibaba, a chinese firm that, among other things, accounted for 60 percent of the 8.8 billion packages mailed inside china last year. he showed me his black canvas shoes, which were made by a woman in a small village in china. alibaba was able to drive logistics prices so low that this woman could market her shoes and ship them anywhere in china at a better price than the local shoe store. in just a few years, alibaba has fostered the creation or growth of over 6 million small and medium enterprises in china.

that is an e_ample of a transformational business model. but there are many environments that alibaba and other companies stay away from. we at the world bank group serve as a trusted advisor to the private sector, and that often means we will be the first to venture into a risky environment in order to make others feel more comfortable to invest. we know that there are several trillion dollars managed by sovereign wealth funds and institutional investors; much of it is sitting on the sidelines in low-performing funds. so we will actively work to find new ways to attract these private funds to developing country projects. one recent e_ample was our launch of the managed co-lending portfolio program in china. the chinese government agreed to invest $3 billion, alongside ifc; other countries are e_pressing interest in joining the program.

the second e_ample of our strategy involves our commitment to taking risks in some of the most troubled places in the world: fragile and conflict-affected states.

earlier this year, un secretary general ban ki-moon and i traveled to the great lakes region of africa to support the peace, security, and cooperation framework, signed by 11 countries. the region has been in a state of war for more than two decades, and rebel groups in the eastern congo started a new battle a few days before we arrived. just a couple of hours before we arrived in goma, the groups called a cease-fire. despite the tension, crowds of people, most of them women, lined the roads from the un base to a local hospital. they cheered our convoy. but they also held high signs that spoke of the deep trauma they have e_perienced. i’ll never forget one woman’s sign. it said simply: stop the rape. indeed.

we must move much more quickly, more urgently, to create peace dividends for countries emerging from years of conflict. we know that you can’t have development without peace. but too often we forget that peace won’t last without development. in the great lakes region, we moved quickly to amass an additional $1 billion assistance package to help the region. shortly after our visit, the bank’s board approved $340 million to help finance the rusumo falls run of the river hydroelectric project to bring power to millions of people.

the third and final e_ample of our strategy is directly related to our shared prosperity goal. shared means not only making sure that those at the bottom are part of the growth process, but also that growth will not come at the e_pense of future generations. we need to share the planet and its resources with our children, grandchildren, and great-grandchildren, and that means we must have a bold plan to combat climate change.

climate change poses a fundamental threat to development in our lifetime. it has the potential to put prosperity out of reach for millions of people. every region of the world will be affected, and those least able to adapt–the poor and most vulnerable–will be hit hardest. if we want to end e_treme poverty, we have to build resilient communities and mitigate shocks, like climate disasters, so that poor people can make gains in their lives–and keep those gains for the long term.

tackling climate change is not an effort that governments can take on alone. we need a response that brings together governments, private sector, civil society, and individuals, following a coordinated, ambitious plan. we can help in many ways, but perhaps most fruitfully by highlighting the increasing costs of climate change and by mobilizing climate finance from the public and private sectors.

the economic costs of e_treme weather events are stunning. coastal city flooding costs $6 billion a year today, but could reach $1 trillion a year by 2050. investing $50 billion a year in protection would avoid those costs, and free up $950 billion every year to invest in better schools, hospitals, and social safety nets.

clean energy is our starting point. we will bring together knowledge, best practice, and financial support for countries to address the high costs and policy barriers for the adoption of cleaner energy solutions. we are on track to complete renewable energy resource mapping in at least ten countries over the ne_t three years. we will enable energy subsidy reforms in at least 12 countries and work with partners to create new business models for cooking and lighting that utilize the rapidly improving technology of microgrids. i would also like to see at least 10,000 megawatts of additional capacity installed globally with our direct support in three years — that’s equivalent to the entire installed capacity of peru.

we can reach our goals of ending poverty, boosting shared prosperity, and sharing that prosperity with future generations – but only if we work together with an altogether different sense of urgency. as i mentioned earlier, we must build a social movement to end poverty.

our goals are clear at the world bank group. end e_treme poverty by 2030. boost prosperity and ensure that it is shared with the bottom 40 percent and with future generations. we have an opportunity to bend the arc of history and commit ourselves to do something that other generations have only dreamed of. at the central park concert, i called up my four-year-old son, nico, to join me on stage. it was a way to make this goal tangible. when nico is my height and a senior in college like some of you, we could hand over to him and his classmates a world free of e_treme poverty.

this is the defining moral issue of our time. we cannot let over a billion people suffer in e_treme poverty when we have the tools and the resources to change their lives for the better. we cannot allow the bottom 40 percent of the population be denied opportunities for jobs, health, and education. we can do better. we have to do better, for nico, for four year olds all over the world and for all future generations. for some problems like climate change, time is of the essence, but to quote martin luther king again, the time is always ripe to do right. now’s the time and we are the people. let’s make it happen.
